Abstract

The United Nations is continuously facing old and new challenges since the collapse of the Soviet Empire and the coming of the new world order. Nothing is more controversial in this Post-Communist Era than the questionable right of States and the International Community to intervene in so called ‘internal affairs’ of other States in order to protect the rights and lives of persons in conflict areas.
