Author Biographies

Pedro Mendes Rufino Barbosa, University of São Paulo

Pedro Barbosa is a postdoctoral researcher at the Center for Metropolitan Studies (CEM/CEBRAP/USP) and a visiting scholar at Cornell University (New York, USA). He has experience in Political Science, working mainly on the following topics: comparative social policy, the politics of social policy, and the relationship between political behavior and social policy. He holds a bachelor's degree in Social Sciences from the Federal University of Minas Gerais (2012), a master's degree in Political Science from the same university (2015), and a PhD in Political Science from the State University of Rio de Janeiro (2022), with a visiting period at the University of California, San Diego (UCSD).

Tales Mançano, University of São Paulo

Tales Mançano is a Master’s student in Political Science, conducting the research project “The Political Economy of Higher Education in Brazil” under the supervision of Professor Marta Arretche.

Murilo Lopes Rosa, University of São Paulo

Murilo Lopes Rosa holds a bachelor's degree in Law from the Pontifical Catholic University of Goiás (2015), through the ProUni scholarship program. During his undergraduate studies, he participated in an academic exchange at the Faculty of Law of the University of Coimbra, Portugal, through the Santander Universities Program. He holds postgraduate specializations in Administrative Law from Universidade Cândido Mendes (2016) and in Constitutional Law from the Instituto Brasiliense de Direito Público (2017). He has experience in the field of Law, with an emphasis on Public Law and Public Policy. He is currently pursuing a master’s degree in Political Science at the University of São Paulo, conducting research on federalism and social inequalities, and works as a judicial analyst at the Federal Regional Court of the 3rd Region.
